Elementary foundations for any leader include a clear set of values, action always consistent with those values, trust of the team and all the stakeholders, clear messages, a coherent vision and a significant ability to communicate that vision, and competence in delivery of promises and programs.

The realities of the quagmire into which Gillard has thrown herself by forging these pacts will continue to prevent any of these qualities from emerging.

This is a key reason polls and surveys keep revealing that people do not know what she stands for, and her one attempt to address this squarely in the Chifley Lecture last year failed dismally.

Team leadership will be nigh impossible for her when the terms of the pacts mean that the Greens and independents will always have more significant access to her, and more sway over her decisions, than her own caucus members.

In fact Labor backbenchers are currently virtually frozen out of the policy-making process, and it seems that cabinet ministers are not much in front of them. As the Greens assume the balance of power in the Senate, Labor MPs will fade to Green.

Gillard's messages are not clear because they keep changing, partly because of the constant argy bargy of negotiations with Greens and independents.

This is borne out by the on again-off again policies on mining tax, carbon tax, asylum-seekers and refugees. It is going to be a nightmare during the forthcoming tax summit, followed by the debates on same-sex marriages.

When people are confused and uncertain they stop spending and become cynical and fearful, and this is clearly hurting our economy, investment and social cohesion. Australian business itself is too often accepting bad policy for the sake of certainty.

The incompetence of the Rudd-Gillard governments has been well documented, including by The Economist magazine, in so many areas of policy, and seems endemic in the government and its governance.

The reason I am lashing at some folks here is that some people are thinking that the Durbin-Grassley bill will benefit them because it will end consulting. Some people dont realize that most US masters degree holders, both MBA and MS (Computer science) find out that in order to get an H1, consulting is THE ONLY OPTION, especially when INTEL, Oracle and Cisco arent recruiting, they do go and stand in queue in front of consutling companies (Desi or otherwise). Also, people doing full-time jobs in silicon valley (what some people call "real jobs") also do fall back to consulting when they are laid off. To say that US masters degree holders dont need "Consulting" is the most stupid comment I have ever heard. Also, how important you are to this country or tech industry is to be decided by your boss and your employer. Not by what degrees you have in your resume. So by saying that "We have masters, we deserve better" isnt really going to jive with reality. People get masters degree mostly because its a stepping stone to H1B, just like H1B is the stepping stone to GC. Very few people do masters because they want to learn hi-tech stuff or to get better education.
