House Speaker William G. Batchelder, a Medina Republican who with 35 years in office is the longest-serving member of the legislature, called the new two-year state spending plan "the most reform-oriented budget that I have ever seen."

Gov. John Kasich last week signed into law the new two-year, $55.8billion budget, which took effect on Friday.

In addition to allocating money, governors and legislative leaders often use state budgets to reshape government in various ways. They also use them as dumping grounds for proposals that agencies and special interests want to see passed quickly, and sometimes quietly, without having to push individual bills through the normal legislative process.

Those concepts were put on steroids this year; the budget is jam-packed with transformational changes that will affect Ohioans across the social and economic spectrum. Here is a look at how it could have an impact on you:

If you pay state taxes , GOP leaders balanced the budget without increases and kept in place the 4.2percent income tax cut that took effect in January.

If you pay local taxes , local officials could be asking you for an increase as they deal with significant state budget cuts that total about $640 million for local governments and $700 million for schools. Totals include cuts from accelerated phase-outs of payments that covered the loss of tangible personal property taxes and utility property taxes.

If you are in college or heading there , tuition increases are capped at 3.5 percent per year.

If you plan to live until 2013 , the estate tax, which is paid by the roughly 7 percent of estates in Ohio that exceed $338,333, is eliminated starting in January of that year.

If you've got money to invest , there is a new 10 percent tax credit for investments in Ohio small businesses.

If you have the desire to purchase and run a prison , six state prisons are up for sale. Nice curb appeal.

If you'd rather run a 241-mile toll road , the administration can now pursue a long-term lease of the Ohio Turnpike. Serious offers only, please.

If you have a loved one in a nursing home , Medicaid payments to nursing homes are cut by 6 percent, which the industry says will reduce staffing levels. Rates could bump up next year for homes that meet certain goals. The budget also prohibits Public Health Council rules from requiring that each sleeping room in a nursing home have a bathtub or shower directly accessible from the room, but requires that privacy and dignity of residents be protected.
