Larry Wilson: Pasadena Jaycees taking the rose to Japan

YOU know you're - sorry, I know I'm - crotchety and middling class when you - I - care more about the dog getting the heebie-jeebies from the armageddon of Rose Bowl fireworks than about celebrating the Fourth with patriotic gore.

And Charlie's older - in years if not in squirrel-chasing abilities - prone to seizures and can't take the tranquilizers formerly prescribed.

So anyone know any herbal remedies? `Cause the Border Collie's going to be a quivering mental and physical mess from this afternoon's experimental booms through late tomorrow night otherwise ...

Meanwhile, my pals in the Pasadena Jaycees are in touch about an ongoing internationalist civic project of theirs that represents the best in the American spirit.

For over two decades, the Jaycees have been trading visits every other year with their sister chapter in Kakusabe, Japan, up the east coast 19 miles from Tokyo.

This year, it's Pasadena's turn to take a trip for 10 days in August. Members of the local chapter were planning the trip when the giant earthquake and subsequent tsunami hit Japan in March.

"For months we had meetings, Skype calls, determining if it would even be appropriate for us to continue our 20+ year tradition of traveling over to the East Pacific," writes Matt McClain, membership director.

"We even offered to help clean up the disaster area, which the people humbly refused. The leader of the Kasukabe chapter said, `You can help us best, by coming out, and letting us show you a good time.'

"So, after much internal discussion amongst the Pasadena Jaycees, we decided on 2 things: 1) We were 100% still going to Japan! and 2) We need to do some type of fundraiser for the people."

That fundraiser ends up being the design and sale of high-quality T-shirts that combine both a Japan recovery theme and the rose of Pasadena.

Interested in helping out? The Jaycees are building a Web site through which to order shirts - http://pasadenajapanrecovery.com . Check it out and help the good cause.

Independence Weekend at random: Does anyone else think that all the LAPD- and Caltrans-fueled hoopla over Carmaggedon, the coming construction closure of the 405 Freeway the weekend of July 16 and 17, could create the fabled 1984 Olympics effect on L.A. freeways and byways? `Cause that's that I think. It's the same recipe, after all: Scare the fancy suede bumpy-soled driving shoes off of L.A.

Red scare comes from ink, not from China

And not without cause: Amodei's wants you to worry about Chinese troops marching in front of the US Capitol, and his assertion is that by voting against an increase in the debt ceiling, he'll prevent a nightmare loss of American independence.

`Cause that's that I think. It's the same recipe, after all: Scare the fancy suede bumpy-soled driving shoes off of LA motorists, telling them to get out of town, or stay at home, and whatever they do, don't get in the car - and it works,

RED SCARE: Competent Authority Decision Trees

You have just committed a crime in China.  China has protectionist trade barriers, designed to make people buy new stuff made in new Chinese factories.   The USA Commerce Department, the WTO, and customs agencies around the world are constantly haggling over trade barriers, tariffs, and non-tariff trade barriers all around the world.  NAFTA was formed in North America to try to ease them, but it hasn't really worked.  The USA has a history with these as well, and many point to the Smoot-Hawley Act (increasing tariffs to create USA jobs) as the most likely cause of the Great Depression. Containerloads of your sneakers which you were shipping to Singapore went through Hong Kong port. Orange contains red, it is a mixture of red and yellow. You have shipped red product in the past, and are a known red-product seller. Your loads are suspected to contain red product, so the containers must be set aside for inspection, incurring thousands of dollars in penalties on the sea containers at the shipping line. If it was a laptop, rather than a sneaker, it might even be seized for displaying red content .. a picture of a red fire truck...  The accusations are all written in Chinese, it's going to cost tens of thousands just to find out what your product is accused of violating.  (In 2002, used goods were seized in China as being "below cost", and the western NGOs translated the word "dumping" to be an environmental enforcement.) Red is a word, and most people agree what "red" means.  But with orange and purple and "midnight blue", it can get pretty subtle.  But any non-biased 3rd party observer would agree that the actions above appear to be aimed at the USA maker, not at the goods themselves.   This is an example of a "non-tariff barrier", intended purely to interfere with competitive commerce - which all signers of the WTO agreed not to do.  So you need a competent referee, which is either: The problem in the "e-waste" realm is that China has banned all secondary commodities, like the week old red laptop.  They have accused shippers of refurbished goods of illegal acts, similar to 1-4 above.  Yes, including shipping to other countries which accept re-manufactured goods if the sea container goes through a Chinese Port.   Hong Kong is one of the largest trans-shipping containeryards in the world.
