The first of these contentious issues was the amendment to City Code Chapter 14, the land use articles related to zoning. The only zone that had conditional use restrictions is the R-6 residential zone with requirements that would scale the use similar to Bed and Breakfasts use.

The original draft also included the R-6 zones including Munjoy Hill and the West End, but Kevin Donoghue had a fear that this would allow the conversion of some of the valuable multi-unit housing in these areas to be turned into hostels and reducing the overall housing stock available for residents.
