Search is on for new director of Kern County Museum
A new executive director is being recruited to head the Kern County Museum.
Meeting last week, the Museum Foundation's board approved a job description and salary range for the new position, which will direct the day-to-day activities and fundraising for the 16-acre county-owned museum, including Pioneer Village and the Lori Brock Discovery Center on Chester Avenue.
A re-constituted museum foundation took over operations this spring, after the current operator, Kern County Superintendent of Schools Christine Frazier, announced that she would relinquish authority on June 30.
At last summer's county budget hearings, Frazier told supervisors that her office could no long afford to operate the county museum. She gave supervisors until July 1, 2011 to find another operator.
The museum's buildings, grounds and historical collection and artifacts are owned by Kern County. But after repeated budget cutting in the 1990s, Kelly Blanton, then Kern County's superintendent of schools, offered to take over the museum's operation from the county.
A joint powers agreement established a Museum Authority to oversee the arrangement. The Museum Foundation, which had been formed a few years earlier, remained to raise funds for capital improvements on the grounds. In addition to tax dollars, admission fees and revenue from rental of the grounds for special events, including weddings, have covered operating costs.
But that changed as the recession-plagued economy and cutbacks in federal and state funding strained both the county's and superintendent's budgets. Facing layoffs and the curtailment of core educational services, Frazier told supervisors her office could no longer operate the museum. To cut costs, operating hours were reduced last year and several staff positions eliminated.
Kern County supervisors have handed over operation of the museum to a re-constituted museum foundation, a nonprofit organization. The foundation's purpose was expanded from fundraising to include the museum's operation. Supervisors appointed new members of the foundation board, including two members of the previous foundation board. The museum was placed under the county's Parks and Recreation Department. The department's director, Bob Lerude, is chairman of the Museum Foundation.
Three museum managers -- curator Lori Wear, Elizabeth Herrera and Liliana Madrid -- will move from the Superintendent of Schools staff to the new foundation's staff in July.
